Universal History Annotation << Back THE FEATURES OF ADMINISTRATIVETERRITORIAL TRANSFORMATIONS AMONG THE KABARDIANS AND THE BALKARS OF 1858–1917 K.F. Dzamikhov, Z.Z. Glasheva The article explores the study of the formation of the imperial governance institutions among the Kabardians and Balkarians of 1858–1917. The chosen territory was extremely important for the creation of the project of an administrative and territorial structure of power and its implementation into reality in the Caucasus conditions and recognition of the military and economic importance of the region. Based on a wide range of historical sources, from central and regional archives, the authors managed to recreate the implementation of management models in accordance with the phased tasks of developing the territory, and to fi ll some gaps in this process. The study led to the conclusion that the administrative-territorial transformations of 1858–1917 can be considered an experiment on the arrangement of a multinational state, which is caused by the desire to consolidate the national periphery and neutralize the danger of separatism, as well as the need to protect the territories from external enemies. The search for the most acceptable institutions of higher and local government was carried out constantly. Administrative policy was characterized by extreme uncertainty, frequent changes in the forms, number and boundaries of administrative entities, shortcomings and miscalculations in personnel policy. In the work various forms of social structure, adherence and militarypeople's administration, as well as their infl uence, on further integration of Kabardians and Balkarian within the Russian Empire have been studied.
