Universal History Annotation << Back ALIEN LEADERS OF THE SOUTHERN DISTRICTS OF THE YENISEI PROVINCE IN THE SYSTEM OF LOCAL SELF &#8722; GOVERNMENT OF THE XIX CENTURY E.V. Samrina The article is devoted to the features of the organization and functioning of the institute of foreign leaders. The paper reveals the role and social signifi cance of their activities and determines the place of the institution of foreign leaders as a separate social group in local self-government. The mechanism of approval as the head of the department demonstrates the importance of this institution and outlines the horizons of its integration into the system of public administration. The author comes to the conclusion that within their departments, the founders had almost all the fullness of power, but outside the duma, foreign leaders were as disenfranchised as the entire population of the departments. The chronological framework of the article is determined by the historical period of time from the moment of the creation of the Khakass steppe dumas – self-governing bodies of nomadic foreigners (1823) to the close of the last dums in 1893.
