Universal History Annotation << Back Alien Self-Government Structures of the South of the Yenisei Province in the XIX Century: Police and Judicial Functions Samrina E.V. In this paper, the competence of foreign self-government structures in the fi eld of police and judicial functions, which was beyond their competence, is investigated. Powers in this area were delegated on the initiative of the Yenisei civil Governor A.P. Stepanov. With the establishment of the alien’s court, the court became accessible, to a certain extent intelligible. Despite the shortcomings, the establishment of alien’s courts for the indigenous population has become a boon.
