Universal History Annotation << Back The Procedure for Appointment and Requirements for Candidates for the Heads of Indigenous Administrations in the South of the Yenisei Governorate Samrina E.V. The article examines the procedure for appointment and requirements for candidates for the heads of foreign departments in the south of the Yenisei Governorate. The archival sources of Steppe Dumas and indigenous administrations, stored in the National Archive of the Republic of Khakassia, served as the basic historical source. The article draws the following conclusions: 1. the state imposed specifi c requirements on candidates that were unchanged throughout the entire period of the existence of self-government bodies; 2. preference was given to the candidates who had similar socio-cultural characteristics with the Russian population. Among the requirements, such parameters as Orthodox religion, farming (presence of a plowland), owning a house according to the Russian model, and a command of the Russian language are highlighted; 3. selection of candidates for indigenous positions was carried out taking into account Russian laws and customary law; 4. the government sought to improve the quality of the selection of candidates for the indigenous administration. In this regard, the symbiosis of traditional law and the political culture of the Russian state has been obtained in the activities of the indigenous administration; 5. the mechanism of the ancestors and tribal elders’ approval and the right to fi nal confi rmation of the powers demonstrates the importance of the institute of foreign leaders and the integration of the institute of foreign leaders into the system of public administration.
