Universal History Annotation << Back THE QUESTION OF IMPLEMENTATION OF LAW ENFORCEMENT FUNCTION BY OFFICER INTERNAL TROOPS NKVD-MVD USSR IN 1940s S.A. Oleinik The issue of the role and place of the internal troops (which are the basis for the formation of a new state authority in our country in 2016 – Rosgvardiya) in the system of state machinery continues to be relevant to this day. In the early 1990s, a fairly large number of scientifi c and journalistic works were published, in which these structures, which were part of various departments, are not called anything other than punitive, repressive. From the hands of prominent scientists-archivists A.I. Kokurin, N.V. Petrov, these structures are directly attributed exclusively to the punitive structures of the state. In the presented article, an attempt is made to comprehend the functionality carried out by military structures of public security from the perspective of their law enforcement nature.
