THE POSITION OF THE RUSSIAN-SPEAKING POPULATION IN ESTONIA AND LATVIA: COMPARATIVE ANALYSIS |

The article compares the change in the status of the Russian-speaking population of Estonia and Latvia in relation to the local government policy in the field of citizenship, integration and the politics of memory. As a result of the proclamation of independence in 1991, the tendency of succession to the first republics of 1918–1940 prevailed in the Baltic countries, expressed in the restoration of the previous legal framework, the state system and the attitude towards the Estonian and Latvian SSRs as to the period of «Soviet occupation». As a result, the local Russian-speaking population was affected in rights – civil, socio-economic, there was an actual gradual abolition of education in Russian. However, despite the presence of a common historical context and many similarities, the status of the Russian-speaking population in Estonia and Latvia differs markedly, with its own characteristics. Nevertheless, the Russian-speaking population, finding itself in extremely unfavorable conditions, with a sharply reduced socio-economic and political status, managed to consolidate and adapt to the conditions of independent Estonia and Latvia, occupying its niche in all spheres of public space.
