Universal History Annotation << Back FEATURES OF THE STATE PERSONNEL POLICY IN THE INTERNAL TROOPS MINISTRY OF INTERNAL AFFAIRS OF THE USSR IN THE 70s. TWENTIETH CENTURY S.A. Olejnik Personnel policy is a rather complex scientific category used in history, politics, economics, jurisprudence and other branches of science. It should be noted that the content and principles of the state personnel policy establish the procedure for the formation of executive authorities, law enforcement agencies, military organizations and even representative authorities. In the course of the implementation of the state personnel policy, conditions were formed for organizing the activities of all branches of power of the Soviet state, including the executive, which during the Soviet period were the internal troops (as part of the USSR Ministry of Internal Affairs), the legal successor of which is currently the Federal Service of the National Guard of the Russian Federation... On the basis of previously classifi ed and recently discovered archival materials of the bodies of the USSR prosecutor’s office, some generalizing conclusions are drawn about the activities of the personnel bodies of the internal troops.
