Oleinik The phrase «Cadres decide everything», which has become a catch phrase, does not lose its relevance today. The troops of the NKVD of the USSR, or as they are otherwise called, the troops of law and order, the successor of which can be considered the troops of the National Guard of Russia, have gained quite serious experience in the direction of working with personnel. The article provides some analysis of the peculiarities of working with personnel in the 1940s.
