Muradov In the article, the author, widely using archival statistical material and periodicals, reveals the main factors and directions of cultural development in the second half of the 50s and 60s of the XIX century. The role of the government and local authorities in the implementation of cultural and educational tasks, the results achieved and shortcomings in the development of cultural and educational institutions in the second half of the 50–60s of the XX century are shown.
