CONSTRUCTION OF THE NATIONAL STATEHOOD OF THE BALTIC COUNTRIES: THE PROBLEM OF CONTINUITY AND THE CONSEQUENCES OF IMPLEMENTATION |

The article deals with the issue of the circumstances of the declaration of independence of Estonia, Latvia, Lithuania in 1991, as well as the process of formation of the national statehood and the legislative base of the republics in the 1990s. Particular attention is paid to the problem of continuity – the issue of historical succession of the existing republics of Estonia, Latvia, Lithuania – the republics of the interwar period. As a result of the declaration of independence in 1991, the trend of succession in relation to the first Republics of 1918–1940 prevailed in the Baltic countries, expressed in the restoration of the previous legal base, the state system and the attitude towards the Estonian and Latvian SSR as the period of “Soviet occupation”. This led to a defeat in the rights of the local Russianspeaking population. The presented article is devoted to the annalization of these circumstances.
