Universal History Annotation << Back Legal Order as a Factor Infl uencing the State Work With Personnel in Troops MVD USSR in 1950s Oleinik S.A. One of the key tasks assigned to the troops of state structures of public security of the state is participation in the protection of public order and public security. Undoubtedly, this task is achieved by solving a whole range of different tasks, among the fi rst of which is the formation of a highly professional personnel corps. In the presented article, an attempt was made to consider in retrospect this situation from the reverse side – how the state of law and order in the penitentiary system infl uenced the offi cer corps of the law enforcement forces.
